This update is to let you know the work that CPT staff are doing regarding the new Healthy Homes Standards.
The Ministry for Business, Innovation & Employment [MBIE] has recently published standards developed under the Healthy Homes Guarantee Act 2017. These are new standards that rental properties must meet where homes are rented under a Residential Tenancy Agreement –
- Heating
- Insulation
- Ventilation
- Moisture & Drainage
- Draught-stopping
We have summarised the new standards [attached].
The Property Team are conscious that these standards are complex and may require parishes to undertake work on properties to bring them up to standard.
Staff are currently looking to find a suitably qualified professional who can undertake inspections of rental houses and to advise what works will need to be undertaken to ensure they meet the standards.
As soon as staff have identified the appropriate consultant and negotiated a rate we will provide a further update on how parishes can utilise this resource.
Properties under a Residential Tenancy Agreement must meet the requirements by 1st July 2021. Homes occupied by vicars are not covered by this legislation, however CPT considers it appropriate that these properties meet the same standards and are suggesting that these be upgraded, where required, no later than 1st July 2024.
